Amazon Launches First Project Kuiper Satellites to Compete with Starlink

On Monday, April 28, 2025, Amazon took a big step into space by launching its first 27 satellites for Project Kuiper. These satellites were sent into orbit from Cape Canaveral, Florida, aboard an Atlas V rocket. This launch is the beginning of Amazon’s plan to build a network of 3,236 satellites to provide high-speed internet around the world.

Project Kuiper is Amazon’s answer to Elon Musk’s Starlink, which already has over 8,000 satellites in orbit and serves millions of users. Both companies aim to bring fast internet to places that don't have reliable service, especially in rural and remote areas.

Amazon plans to start offering internet service later in 2025. To meet U.S. regulations, the company must launch at least half of its satellites—1,618—by mid-2026. To reach this goal, Amazon has booked 83 rocket launches with companies like United Launch Alliance, Arianespace, Blue Origin, and even SpaceX.

A Wireless Bridge allows you to connect two buildings to a single internet service

A wireless bridge, or point-to-point system, connects two separate networks, like two buildings or rooms, using a wireless signal instead of cables.

Imagine you have a farm and want to share the internet connection between the main house and the barn apartment, but there’s no Ethernet cable between them. A wireless bridge can help by creating a "wireless bridge" between the two networks.

Here’s how it works:

Two parts: A wireless bridge usually has two main parts — one that sends the signal and one that receives it. The sending part connects to your first network (like a router or switch), and the receiving part connects to the second network, such as another router or computer.

Wireless connection: Instead of using wires, the sending and receiving parts communicate with each other using radio waves, kind of like how your Wi-Fi works at home.

Extending the network: The bridge essentially makes it seem like the two networks are connected by a long cable, even though they are linked wirelessly. This helps you extend the reach of your network to places where it’s hard to run wires.

Why use it? A wireless bridge is useful when you need to connect two areas that are too far apart for regular Wi-Fi to reach or where running cables would be difficult or expensive. We have connected buildings over 1000 ft apart while receiving great signals.

How Starlink Works

Elon Musk has created a global internet service

Starlink is a satellite internet constellation developed by SpaceX that provides high-speed internet access, especially in rural and remote areas.

Here’s how it works:

Satellite Network: Starlink consists of thousands of small satellites in low Earth orbit (LEO). This low altitude reduces latency compared to traditional satellites that operate in geostationary orbit.
Ground Stations: Ground stations on Earth connect to the internet and communicate with the satellites. These stations relay data between the satellites and the global internet.
User Terminals: Customers use a satellite dish (often called a “terminal”) that automatically aligns itself with the satellites overhead. This dish connects to a Wi-Fi router to provide internet access in homes or businesses.
Data Transmission: Data is transmitted between the user terminal and satellites using radio frequencies. The satellites then route the data to the nearest ground station, which connects to the internet backbone.

Largest commercial communications satellite ever launched in final test stage before service

Germantown, MD, November 16, 2023 – Hughes Network Systems , an EchoStar (Nasdaq: SATS) company, today announced its JUPITER™ 3 ultra-high-density satellite has successfully deployed its solar arrays and antennas, and the spacecraft has passed readiness testing by the manufacturer, Maxar Space Systems. Hughes is now testing the satellite communications with ground equipment, which is the final step before initiating broadband services for customers such as airlines, corporations, governments, and consumers of its popular HughesNet service. The JUPITER 3 satellite will bring over 500 Gbps of additional broadband capacity across North and South America.

How to ground a TV Antenna

TV Antenna, Satellite Dish Grounding

Grounding a TV antenna is an important safety measure to protect against electrical surges, lightning strikes, and static discharge. Here's a general guide on how to ground a TV antenna:

1. Check Local Regulations: Before you start, make sure to check local building codes and regulations regarding TV antenna installations and grounding. Some areas may have specific requirements you need to follow.

2. Materials Needed: You will need a grounding rod, a ground wire, grounding clamps, a coaxial grounding block, and a coaxial cable.

3. Choose a Grounding Location: Select a location near where the antenna mast or mount is attached to your house. The grounding point should be as close as possible to the antenna, minimizing the length of the ground wire.

4. Install the Grounding Rod: Drive the grounding rod into the ground using a hammer or a ground rod driver until only a few inches are above the surface. The grounding rod should be made of copper or galvanized steel and be at least 8 feet long.

5. Attach the Ground Wire to the Antenna Mast: Connect one end of the ground wire to the antenna mast or mount. This is usually done using grounding clamps designed for this purpose.

6. Connect the Ground Wire to the Grounding Rod: Run the ground wire from the antenna mast to the grounding rod. Use grounding clamps to securely attach the wire to the rod.

7. Install the Coaxial Grounding Block: Install a coaxial grounding block on the exterior of your house near the point where the coaxial cable enters the building. This block will serve as a connection point between the antenna cable and the ground wire.

9. Test the Grounding: Once the grounding is complete, use a multimeter to test for continuity between the antenna mast and the grounding rod. This will ensure that the connection is solid.

If you are not familiar with electrical work or unsure about the grounding process, it's best to consult a professional installer or an electrician to ensure a safe and proper grounding setup.

ISAS Note: We always try to ground the antenna and the coax to the common ground of the building. If we use a separate ground rod, we recommend that you bond it to the building ground with #6 copper wire (20 ft max). If you need to run over 20 ft., we recommend multiple ground rods bonded in a similar fashion.

DISH experienced a Cybersecurity incident

On February 23, we experienced a cybersecurity incident that has affected some of our internal communications, customer call centers, and internet sites. We immediately activated our incident response and business continuity plans to contain, assess and remediate the situation. Cybersecurity experts and outside advisors were retained to assist in the evaluation of the situation, and we notified appropriate law enforcement authorities.

On February 27, we became aware that certain data was extracted from our IT systems as part of this incident. It’s possible the investigation will reveal that the extracted data includes personal information. The forensic investigation and assessment of the impact of this incident is ongoing. The security of our customers’ data is important to us, and if we learn that personal information was compromised, we’ll take the appropriate steps and let impacted customers know.

Our teams are making progress on the customer service front every day. DISH customers can now make a payment through our secure payment form on our website. Call center capacity and social media response continues to increase daily – and care agents are helping more customers with service issues. In addition, our in-home technicians are visiting homes and assisting customers with new and existing services. Working to restore all of our customer experiences is a top priority, but it will take a little time before things are fully restored. Our DISH TV service continues to operate.

Starlink tells customers that a Dish 5G plan would make Starlink “unusable”

SpaceX is asking Starlink customers to help the company win a regulatory battle against Dish Network. In an email urging users to contact the Federal Communications Commission and members of Congress, SpaceX yesterday said a Dish plan to use the 12 GHz spectrum band for mobile service will cause "harmful interference [to Starlink users] more than 77 percent of the time and total outage of service 74 percent of the time, rendering Starlink unusable for most Americans."

Those percentages come from a study SpaceX submitted to the FCC last week, which claims mobile service in the 12 GHz band would interfere with Starlink user terminals that use the same spectrum for downloads.

Tuesday's email from SpaceX was posted on the Starlink subreddit and covered by The Verge :

It says:

Today we ask for your support in ending a lobbying campaign that threatens to make Starlink unusable for you and the vast majority of our American customers... Dish has been attempting to claim new rights to the 12 GHz band, which is the spectrum you currently use to download content with Starlink . Despite technical studies dating back as far as 2016 that refute the basis of their claims, Dish has employed paid lobbyists who are attempting to mislead the FCC with faulty analysis in hopes of obscuring the truth.

SpaceX: FCC and Congress "need to hear from you"

The email directs Starlink users to a webpage where they can submit a pre-written comment to the FCC and send a pre-written letter to US House and Senate members. The page is titled, "Don't let Dish disable your Internet."

"The FCC's proposed rule asks whether or not the 12 GHz band can be repurposed without causing interference with and disrupting services provided by satellites, like my Starlink Internet service.

The answer to that question is clearly no," the pre-written comment to the FCC says. The pre-written letter to lawmakers asks elected officials to pressure the FCC to "refrain from repurposing this spectrum for new uses that will significantly interfere with my broadband service."

Starlink's email to users said the "FCC and your members of Congress have the power to stop this effort, but they need to hear from you."

The 5Gfor12GHz Coalition today responded to a recently filed Starlink submission into the Federal Communication Commission’s (FCC) 12 GHz proceeding, setting the record straight on the company’s misinformation campaign.

Since the FCC initiated the 12 GHz proceeding 18 months ago, the Coalition has worked with top experts, including RKF Engineering Solutions – a preeminent engineering firm with decades of experience in modeling Radio Frequency environments in collaboration with leading telecommunications companies and global regulators – to submit robust, data-driven technical analyses into the record. These studies demonstrate not only that coexistence is feasible in the band, with 99.85% of NGSOs experiencing no risk of harmful interference alongside 5G , but the substantial societal, economic and geopolitical benefits of unleashing more critical mid-band spectrum for two-way terrestrial services. After failing to submit any expert technical input during the public comment and reply comment periods in the proceeding, Starlink has only now submitted a self-produced political document in the guise of a technical analysis. This “study,” which was not produced by an independent expert, is both scientifically and logically flawed, as demonstrated in part by the following:

In contrast to the nationwide simulation submitted by RKF, Starlink attempts to imply nationwide conclusions based on results it generated from a single cherry-picked partial economic area (PEA): Las Vegas, NV. This PEA’s largest population center is a 141-square mile city that sprawls across the arid Las Vegas Valley. Given its unique topology and morphology, Las Vegas is among the most unfavorable geographies to analyze for co-existence (nearly ten times as unfavorable for 5G/satellite coexistence as the national average).
Within the Las Vegas assumptions, Starlink grossly distorts the 5G network configuration to create interference with NGSO terminals. For example, Starlink assumes a massive and unprecedented over-deployment of 5G towers that exceeds any realistic network build-out. If the assumptions SpaceX uses in Las Vegas are extrapolated nationwide, they would necessitate the deployment of over 600,000 macro 12 GHz sites across the country. This is wholly unrealistic, as leading nationwide carrier AT&T currently uses only 67,000 macrocells to provide coverage across the entire country to its 81 million subscribers, and with its entire portfolio of spectrum spanning 600 MHz-39 GHz. This assumption alone decimates the scientific and engineering credibility of Starlink’s purported study.
Starlink also said that a stunning 54 percent of its satellite user terminals in Las Vegas would operate in urban and suburban areas— a deployment model so contrary to Starlink’s network architecture and stated business model that the company appears to have had to slash the number of terminals it intends to deploy in Las Vegas simply to avoid physical capacity constraints inherent in its network design and operating parameters. Starlink has publicly stated that its service will serve a limited number of customers in high-density areas and is really targeted for sparsely populated regions.

In addition to this manipulated filing, Starlink has initiated a public misinformation campaign by falsely telling customers and the public that coexistence is not possible in the band among Starlink and 5G services – despite nationwide data proving otherwise. This tactic, which is commonly used by Elon Musk, is not only disingenuous, but it promulgates an anti-5G narrative that is harmful to American consumers who deserve greater competition, connectivity options and innovation. It also stands to threaten America’s global leadership in the 5G and technology sector as other countries outpace the nation in delivering next-generation services.

The 5Gfor12GHz Coalition – and its 35 members who stand ready to fully utilize the critical 500 MHz of the 12 GHz band – remain committed to working with the FCC and stakeholders to reach a win-win solution for the American people. We will continue to pursue the facts that prove coexistence is possible in the band and advance the public interest.

Locast Goes Dark

Non-profit TV provider looses in court

Locast, the non-profit organization (not counting the 2 million (+/-) that they took in over their experiences), has shut down its live, local streaming of network programming services after their most recent day in court. Locast users began calling looking for alternative solutions for watching local channels after the Locast signals went dark last week.

We have noticed that the internet antenna marketers are jumping on the bandwagon with their promises of 200 Plus mile reception, as customers seek to replace their local channels.

Our support team reports that they are able to get some of the local networks using various services, but for most of our customers that not wanting to mess around with different providers we are recommending that they consider going back to the good old TV antenna.

Why are antenna rotors so hard to get?

The current situation in China has many items, including rotors in short supply.

Channel Master Rotors

Channel Master, our most popular rotor for the last 38 years is no longer in production. Channel Master has moved production of their amplifiers to Eastern Europe and is working to ramp up production of rotors over there as well. To date we have been told that there are a few more modifications to be made before production begins. International Satellite purchased as many rotors as they could to offer to their customers, as the Channel Master Rotor was the Top Performer in the industry. Today we still have a limited quantity available.

AntennaCraft RotorsThe AntennaCraft Rotor, by Tandy were sold exclusively at Radio Shack Stores. Both Radio Shack and Antenna Craft were owned by the Tandy Corporation.

By mid 2012, all Radio Shacks had closed their doors and Tandy filed for bankruptcy. International Satellite & Antenna purchased a large quantity of AntennaCraft Rotors and other antenna products from the liquidation. We still have the AntennaCraft rotor available and recommend it for small, mid-range and large HDTV Antennas.

The RCA Rotor is the only rotor that is still in production today, and is available in limited quantities. The RCA rotor is a "good" product to work with small to mid-range antennas, but we do not recommend it with the big Winegard and Channel Master Antennas.

Local customers receiving letter this week

Many of our customers have been calling this week after receiving a letter from CenturyLink advising them that their TV service Prism would no longer be available after March 1, 2021.

CenturyLink is directing them to streaming sites and to national call centers for DIRECTV and DISH.

What I don't understand is if CenturyLink can't, or doesn't want to continue to provide service on their existing lines, how, or why are they telling their customers to go to streaming?

In my opinion, todays streaming service fall short of offering the ease of use, value and quality of service that you can get with DISH or DIRECTV.

MEMORANDUM ON IDENTIFICATION OF ESSENTIAL CRITICAL INFRASTRUCTURE WORKERS DURING COVID-19 RESPONSE

As the Nation comes together to slow the spread of COVID-19, on March 16th, the President issued updated Coronavirus Guidance for America. This guidance states that:

“If you work in a critical infrastructure industry, as defined by the Department of Homeland Security, such as healthcare services and pharmaceutical and food supply, you have a special responsibility to maintain your normal work schedule.”

The Cybersecurity and Infrastructure Security Agency (CISA) executes the Secretary of Homeland Security’s responsibilities as assigned under the Homeland Security Act of 2002 to provide strategic guidance, promote a national unity of effort, and coordinate the overall federal effort to ensure the security and resilience of the Nation's critical infrastructure. CISA uses trusted partnerships with both the public and private sectors to deliver infrastructure resilience assistance and guidance to a broad range of partners.

In accordance with this mandate, and in collaboration with other federal agencies and the private sector, CISA developed an initial list of “Essential Critical Infrastructure Workers” to help State and local officials as they work to protect their communities, while ensuring continuity of functions critical to public health and safety, as well as economic and national security. The list can also inform critical infrastructure community decision-making to determine the sectors, sub-sectors, segments, or critical functions that should continue normal operations, appropriately modified to account for Centers for Disease Control (CDC) workforce and customer protection guidance.

The attached list identifies workers who conduct a range of operations and services that are essential to continued critical infrastructure viability, including staffing operations centers, maintaining and repairing critical infrastructure, operating call centers, working construction, and performing management functions, among others. The industries they support represent, but are not necessarily limited to, medical and healthcare, telecommunications, information technology systems, defense, food and agriculture, transportation and logistics, energy, water and wastewater, law enforcement, and public works.

We recognize that State, local, tribal, and territorial governments are ultimately in charge of implementing and executing response activities in communities under their jurisdiction, while the Federal Government is in a supporting role. As State and local communities consider

COVID-19-related restrictions, CISA is offering this list to assist prioritizing activities related to continuity of operations and incident response, including the appropriate movement of critical infrastructure workers within and between jurisdictions.

Accordingly, this list is advisory in nature. It is not, nor should it be considered to be, a federal directive or standard in and of itself.

In addition, these identified sectors and workers are not intended to be the authoritative or exhaustive list of critical infrastructure sectors and functions that should continue during the COVID-19 response. Instead, State and local officials should use their own judgment in using their authorities and issuing implementation directives and guidance. Similarly, critical infrastructure industry partners will use their own judgment, informed by this list, to ensure continued operations of critical infrastructure services and functions. All decisions should appropriately balance public safety while ensuring the continued delivery of critical infrastructure services and functions.

CISA will continue to work with you and our partners in the critical infrastructure community to update this list as the Nation’s response to COVID-19 evolves. We also encourage you to submit how you might use this list so that we can develop a repository of use cases for broad sharing across the country.

When shopping for a HDTV antenna, you want to be sure you get one that will receive all the channels that are available in your local area.

Do you need a 100 Mile Antenna? A 150 Mile Antenna or just a 70 Mile Antenna?

The Truth About A 100 Mile Antenna!

Well the truth is, antennas aren’t rated by miles!

A slick electronics salesman back in the 60s put up an antenna and noticed that it would receive channels from 50 miles in one direction, and 50 miles in another direction. It was a great marketing tool and the 100 Mile Antenna was born. Since then, just about every con and huckster in the industry has taken advantage of the consumers lack of knowledge, and sold everything from a set of rabbit ears that look like a satellite dish, to some really fancy, low cost antennas with built in amplifiers and rotors claiming that they will get signals from up to 175 miles away.

Don’t get me wrong here. I sell and use some of these low-cost antennas, and they do work. But, I always make sure that my customers understand what they are buying, and try to set reasonable expectations for what they may receive, and how long the product may last. In most cases, you get what you pay for in the long run.

Antennas are rated by gain, not miles and the best antenna for your location may not be the one with the highest gain.

The distance the signal reaches, in mostly determined by the power of the signal coming from the transmission tower. Many times, we hear radio stations bragging about the power of their signal; “100,000 Watt of Power”! This, along with terrestrial and atmospheric conditions will determine the distance the TV signal reaches.

The FCC regulates the television by Designated Market Areas (DMAs). The networks (ABC, NBC, CBS and the likes) have a designated area of service, and usually provide an adequate signal to cover these areas using a single tower, or multiple towers. In some areas, a television station may be required to block their signals from encroaching into an adjacent markets signals.

There are also Low Power Television Stations that may not cover an area as large as the major networks. There are also many new channels, like ME TV, THIS Tv and others that are being added to the digital channel lineup, and are being transmitted alongside the major networks signals

In summary, if you are interested in learning more about the principals of antenna gain, go to one of the many HAM Radio Antenna sites on the web. These guys deal with signal gain every day as they try to reach out to the world with their signals, but if you are just looking to get the best television signal for your money, I recommend you talk to your local HDTV antenna dealer. After all, he has been installing antennas in your area and should have the greatest knowledge about what works, where, even if you live 100 miles from the TV station tower!

The above are just my opinions, and I am sure that there are many out there that have a greater understanding of how antenna gain affects signal reception; but with 30 plus years of installing and repairing antennas, this is some of the information I have relied on when selecting antennas for my customers. Following the successful launch of the ViaSat-2 satellite on June 1, 2017, the satellite has now completed additional major milestones.

CARLSBAD, Calif., June 22, 2017 /PRNewswire/ -- ViaSat Inc. (NASDAQ: VSAT), a global broadband services and technology company, proudly announced today that following the successful launch of the ViaSat-2 satellite on June 1, 2017, the satellite has now completed additional major milestones including the chemical orbit raising phase of the program; and deployment of its solar arrays.

The ViaSat-2 satellite employs a hybrid propulsion approach, using both traditional chemical as well as electric propulsion. The chemical propulsion subsystem was responsible for initial orbit raising and performed according to plan, setting the stage for the next phase of the ascent to geostationary orbit.

With successful deployment of the solar arrays now complete, the ViaSat-2 electrical propulsion subsystem will now conclude the orbit raising process, resulting in the ViaSat-2 satellite's injection into geostationary orbit at 69.9° west longitude in a few months. ViaSat's spacecraft partner, Boeing Satellite Systems International, will continue to control and monitor ViaSat-2 throughout the orbit raising process, flying the satellite from its Mission Control Center in El Segundo, California.

150 GB Freedom Plan is back in Exede low fill beams

The Freedom Plan is back in Exede low fill beams. The 150 GB a month data plan is a hit with rural internet users that want to access Netflix and other high usage data services.

But we are not out of the Bandwidth Woods yet. Viasat has reserved the right to throttle you back, or even terminate your service if you regularly go over the 150 data limit.

FREEDOM PLANS

If you use greater than 150 GB of data during your monthly billing period, your web and email speeds may not be slower, but other types of internet use, including video streaming, will be slower until the end of your monthly billing period. When our network is busy, you will have lower priority on our network until the end of your monthly billing period. This may result in slower speeds when the network is busy. ViaSat may contact you and request that you reduce your monthly usage below 150 GB or transition to another service plan. 2. EasyCare Plan Services.
A. VIP 24/7 Customer Service. You will receive ViaSat’s 24/7 telephone customer support on a priority basis through a dedicated EasyCare Plan subscriber telephone number (“EasyCare Number”).
B. Service Calls. If you experience difficulty with your Equipment that ViaSat, in its sole discretion, determines requires a service call to resolve, ViaSat will waive ViaSat’s standard service call charge.
C. Antenna Re-Pointing. If ViaSat, in its sole discretion, determines that the antenna included with your Equipment requires re-pointing, ViaSat will re-point your antenna at no charge.
D. Wiring Reconnection/Repair/Replacement Service. If ViaSat, in its sole discretion, determines that there is a problem with the wiring that connects the antenna and the modem included with your Equipment, ViaSat will, at ViaSat’s option, reconnect, repair or replace the affected wiring at no charge if your Equipment was installed through a standard installation. A charge may apply to non-standard installations.
E. Antenna and Transceiver Relocation Service. At your request, or if ViaSat, in its sole discretion, determines that it is required in order for you to continue receiving Internet Service, ViaSat will remove and reinstall on your premises the antenna and transceiver included with your Equipment. Antenna and transceiver relocation service is limited to one relocation per year at the same residential address at which you are then receiving Internet Service. 3. Term and Cancellation.
A. Term. Subject to the terms and conditions of this EasyCare Plan Addendum, the term of your EasyCare Plan subscription begins on the day you subscribe to the EasyCare Plan and shall remain in effect for as long as you continue to subscribe to the EasyCare Plan, remain in good standing with ViaSat and comply with the terms and conditions of the Agreement (including, without limitation, the terms and conditions of this EasyCare Plan Addendum).
B. Termination or Suspension by ViaSat. ViaSat may immediately, and without notice, suspend or terminate your subscription to the EasyCare Plan: (i) if your Internet Service is cancelled, terminated or suspended for any reason; (ii) if you do not timely pay ViaSat any amount due or payable in connection with this Agreement; or (iii) if a hazard or danger to person or property prevents ViaSat from performing any work during a service call, as determined by ViaSat in its sole discretion.
C. Termination by You. The EasyCare Plan is optional and you may terminate your EasyCare Plan subscription at any time by calling ViaSat customer service at 1-855-463-9333 or at the EasyCare Number. ViaSat will not process your request to terminate the EasyCare Plan subscription if you request termination by email or chat. If you terminate your EasyCare Plan subscription during your monthly billing period, you will receive a prorated refund of the EasyCare Plan fee you prepaid for the month in which you terminate your EasyCare Plan subscription. If you terminate your EasyCare Plan subscription within ninety (90) days after subscribing, ViaSat may charge you for any service call charges that would have been applicable to you if you had not subscribed to the EasyCare Plan. Additionally, if you terminate your subscription to the EasyCare Plan, you may not be eligible to re-subscribe for a period of at least one hundred eighty (180) days following termination, as determined by ViaSat in its sole discretion.
4. Exclusions. This EasyCare Plan applies solely to your Equipment and provides no coverage with respect to any of your property (including, without limitation, your television, telephone, fax machine, router, computer, mobile device, or any data, program or application stored on any of such items) or the use of such property. Without limitation, the EasyCare Plan does not apply to, or provide you with any benefits for, any of the following:
 Any Equipment problems existing prior to the beginning of your EasyCare Plan subscription;
 Collision of the Equipment with, or explosion of, another object that damages the Equipment;
 Unauthorized repairs to, or improper installation of the Equipment by anyone other than ViaSat or a ViaSat-authorized service provider;
 Any items attached or connected to the Equipment, other than for a wiring service requested by you and performed by us pursuant to Section 2.D. of this EasyCare Plan Addendum;
 Equipment located outside of ViaSat’s service area in the Continental United States and Alaska;
 Internal software and Equipment components not essential to basic functionality of the Equipment;
 Transportation damage to the Equipment;
 Improper Equipment modifications;
 Damage to the Equipment as a result of fire, flood, earthquake, rodent/insect damage, mold, water leaks, or any other natural causes;
 Any wear and tear, deterioration or defect in the materials of, or any defect in the workmanship or skills relating to, the Equipment;
 Damage to the Equipment as a result of a power surge or power interruption;
 Accidental damage to the Equipment from handling;
 Any damages or expenses relating to a loss of use of the Equipment;
 Equipment used in contravention of the terms and conditions of the Agreement, including, without limitation, Equipment used in a commercial setting;
 Assistance with computer technical issues;
 Cosmetic blemishes or imperfections on the exterior of the Equipment; or
 Expenses incurred as a result of the removal or relocation of Equipment, except when such service is requested by you and performed by us pursuant to Section 2.E. of this EasyCare Plan Addendum.

5. Your Promises and Assurances. At all times during your EasyCare Plan subscription, you agree to:
 Fully cooperate with, and disclose all relevant information to, ViaSat customer service agents and authorized service providers during the diagnosis and replacement of your Equipment;
 Provide adequate access to your Equipment to ViaSat and its authorized service providers during normal business hours;
 Provide ViaSat and its authorized service providers with a non-threatening and safe environment in which to perform ViaSat’s obligations under this EasyCare Plan Addendum during each service call, if any;
 Not mislead, defraud or make any misrepresentation to ViaSat or any ViaSat authorized service provider; and
 Not falsify any documents or records related to the subject matter of the Agreement.
6. Disclaimer. VIASAT PROVIDES THE EASYCARE PLAN AS IS, AND MAKES NO WARRANTY, EITHER EXPRESSED OR IMPLIED, REGARDING THE SERVICES PROVIDED TO YOU PURSUANT TO THE EASYCARE PLAN. ALL WARRANTIES INCLUDING, WITHOUT LIMITATION, THE IMPLIED WARRANTIES OF MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE, ARE EXPRESSLY EXCLUDED. It’s a big day for sports fans. The obvious reason might be because the 2016 NCAA tournament first-round games begin today. While this is enough to pump up every college basketball enthusiast around the country, we’re giving you one more thing to cheer about during all the madness. MultiView is now available on Hopper 3 at International Satellite & Antenna Service in Ocala, Florida

MultiView Mode, also known as MultiView, divides a 4K or HD TV screen into quadrants, each with the ability to display a program. It works with all live, linear channels in DISH’s programming lineup, as well as on demand content, and recorded TV shows and movies.

MultiView Mode is available just in time for the NCAA tournament, which airs across four different channels (CBS, TBS, TNT and truTV) with multiple games occurring at the same time. Forget having to travel to your local sports pub. You can now catch all the best tournament moments from the comfort of your own home without ever having to pick and choose which games you tune into.

To access the feature, press the “Options” button on your remote control, select “Picture In Picture,” then “MultiView.” Once the TV screen is divided into quadrants, you can easily toggle among the four channels to determine which one will have its audio played.

Hopper 3 includes additional multi-channel configurations, including a split-screen feature that places two channels side-by-side, as well as a setting that overlays a second channel in the upper right hand corner of the TV screen.

Tennis fans are primed for an edge-of-your-seat battle royale in this year’s French Open May 16th through June 5th. Major players like Djokovic, Nadal, Williams, and Kerber promise a tournament tennis fans will remember.

One of the best story lines of this year’s Roland Garros event, is that of Novak Djokovic, who has the chance to win a once-in-a-generation tennis Grand Slam this year—a feat no one has achieved since Rod Laver in 1969. He’s won four of the last five slam events, and the French Open will be the last slam he needs to achieve a career Grand Slam.

But standing between Djokovic and the Grand Slam is Rafael Nadal, gloriously dubbed the “King of Clay.” Nadal has only been defeated twice on the clay at Roland Garros: first in 2009 by Robin Soderling, and last year by Djokovic in the quarterfinal of the French Open. Although Nadal has been recovering from several debilitating injuries, many believe he can overcome Djokovic and take back his title.

On the Women’s side, it’s a tournament ripe for the taking. Serena Williams is still a threat, but the French Open tends to be her worst tournament. Many point to Angelique Kerber as a likely winner, considering her upset over Williams in the Australian Open finals, but Kerber also tends to fair poorly on clay. DISH Launches “Sports Bar Mode” on Hopper 3

DISH’s Hopper 3 Now Available

DISH customers can now stream the Netflix catalog of Ultra HD TV shows and movies from a Hopper 3 DVR. Beginning today, these Netflix titles join DISH’s inventory of Ultra HD content that includes a slate of 4K programming from Sony, The Orchard and Mance Media.

The Hopper 3 delivers native 4K support, decoding and outputting 60 frames per second and 10-bit color. While the Netflix app has been available on this set-top box since February, access now includes the variety of Netflix award-winning originals in 4K, such as Marvel’s “Daredevil” and “House of Cards.”

“Netflix is actively taking steps to broaden the availability of Ultra HD content, with plans to provide more than 600 hours by the end of this year,” said Vivek Khemka, DISH executive vice president and CTO. “As the cost of 4K TVs continues to decrease, consumer adoption of and interest in Ultra HD technology becomes more widespread. The 2015 Measuring Broadband America Fixed Broadband Report (“2015 Report”) contains the most recent data collected from fixed Internet Service Providers (ISPs) as part of the Federal Communication Commission’s (FCC) Measuring Broadband America program. This program is an ongoing, rigorous, nationwide study of consumer broadband performance in the United States. We measure the network performance delivered on selected service tiers to a representative sample set of the population. The thousands of volunteer sample panelists are drawn from subscribers of Internet Service Providers (ISPs) serving over 80% of the residential marketplace.

The initial Measuring Broadband America Fixed Broadband Report was published in August 2011, and presented the first broad-scale study of directly measured consumer broadband performance throughout the United States. Including the 2015 Report, five reports have now been issued. [1] These annual reports provide a performance benchmark for fixed broadband Internet access services in the United States, and track progress towards the Commission’s continuing goal of improving the speeds and quality of broadband access commonly available to the American public.

In order to better inform consumers about the potential variability of their broadband service performance, the 2015 Report expands our prior analysis of the consistency of service delivered to the consumer. The 2015 Report also introduces multi-year and regional views of performance. These new regional statistics help show how performance measured in this study varies across the US and what portion of the program’s sample panelists within the United States are reaching the FCC’s new 25 Mbps definition of broadband service. These new charts inform consumers about the consistency in performance of broadband services and show high level performance trends for technologies, service tiers, and geographic areas.

We continue to see significant growth in broadband speeds and in the uptake of these higher speeds by consumers, though results are not uniform across technologies. Spurred by the deployment of enabling technologies such as DOCSIS 3, the maximum advertised download speeds among the most popular service tiers offered by ISPs using cable technologies has increased from 12-30 Mbps in March 2011 to 50-105 Mbps in September 2014. In contrast, the maximum advertised download speeds that SamKnows tested among the most popular service tiers offered by ISPs using DSL technology has remained generally unchanged since 2011. There is a growing disparity in most download speeds tested between many DSL-based broadband services and most cable-based broadband services. [2]

As in our most recent reports, we find that the actual speeds experienced by most ISPs’ subscribers are close to or exceed the advertised speeds. All ISPs using cable, fiber or satellite technologies advertise speeds for services that on average are close to or below the actual speeds experienced by their subscribers. However, some ISPs using DSL technologies continue to advertise “up-to” speeds that on average exceed the actual speeds experienced by their subscribers.

Actual speeds experienced by consumers may vary based on location and may vary during each day. Starting in this report, we now illustrate, for each ISP, the percentage of participating consumers who experienced an actual monthly average download speed that was greater than 95%, between 80% and 95%, and less than 80% of the advertised download speed. Even though the actual download speeds experienced by most ISPs’ subscribers are close to or exceed the advertised download speeds, for each ISP there are some panelists for whom actual download speed falls significantly short of the advertised download speed. Relatively few subscribers to cable, fiber, or satellite broadband service experience such shortfalls.

Consistency of speed may be more important to customers who are heavy users of applications that are both high bandwidth and sensitive to variations in actual speed, such as streaming video. [3] In this Report, we continue to present statistics on the minimum actual speed that was experienced by at least 80% of panelists during at least 80% of the peak usage period.

Although actual download and upload speeds remain the network performance metric of greatest interest to the consumer, we spotlight two other key network performance metrics in this report: latency and packet loss.

Latency may affect the perceived quality of highly interactive applications such as phone calls over the Internet, video chat, or online multiplayer games. The higher latencies of satellite-based broadband services may negatively affect the perceived quality of such highly interactive applications. However, the differences in average latencies among terrestrial-based broadband services are small, and are unlikely to affect the perceived quality of such highly interactive applications. Furthermore, differences in average latencies across all technologies are unlikely to affect less interactive applications such as web browsing and video streaming.

Packet loss may affect the perceived quality of applications that do not request retransmission of lost packets, such as phone calls over the Internet, video chat, some online multiplayer games, and some video streaming. However, packet losses of a few tenths of a percent are sufficiently small so that they are unlikely to significantly affect the perceived quality of most such applications. Packet losses closer to one percent may affect the perceived quality of some such applications, depending on how the application responds to the packet loss. Packet loss is unlikely to directly affect the perceived quality of applications that do request retransmission of lost packets, such as web browsing and email.

The Internet is continuing to evolve along multiple dimensions: architecture, performance, and services. We will continue to evolve our measurement methodologies to help consumers understand the performance characteristics of their broadband Internet access service, and to thus make informed choices about their use of such services.

Summary of Key Findings

As explained in more detail in the section on Methodology below, these reports focus on the most popular service tiers offered by each participating ISP, as shown in Table 1, which together constitute the majority of the broadband plans subscribed to by their consumers. Some participating ISPs also offer faster service tiers than shown here, but if their number of subscribers is small, they are not analyzed herein. [4]

Chart 1 (below) displays the maximum advertised download speeds among the most popular service tiers for each participating ISP, during the years 2011-2014, grouped by the access technology used to offer the broadband Internet access service (DSL, cable, fiber and satellite). Between September 2013 and September 2014, we observe a 105% increase in the maximum advertised download speeds among the most popular service tiers across participating ISPs weighted by the number of participants using a given ISP; this increase is not uniform across access technologies.

Chart 1 shows that when DSL is used to provide broadband service, the maximum advertised download speeds among the most popular service tiers has remained generally unchanged since 2011. [5] In contrast, when cable is used to provide broadband service, the maximum advertised download speeds among the most popular service tiers has increased from 12-30 Mbps in March 2011 to 50 - 105 Mbps in September 2014. [6] In particular, most cable broadband ISPs now offer a 50 Mbps or 100 Mbps download speed tier, taking advantage of the increase in download speeds made possible by the transition from DOCSIS 2 to DOCSIS 3 technology. [7]

Among participating broadband ISPs, only Frontier and Verizon use fiber as the access technology for a substantial number of their customers. While the maximum download speed measured by SamKnows for Frontier's fiber product has remained 25 Mbps throughout the couChart 1.51rse of these Reports, the maximum popular download speed included in our survey for Verizon has more than doubled from 35 Mbps to 75 Mbps in 2012 and has remained at that speed in subsequent years.

We report results for ViaSat (Exede) starting September 2012 and for Hughes starting September 2014, representing when each began its respective participation in the program.

The maximum advertised download speed among the most popular service tiers, averaged across all participating ISPs (weighted by the number of panelists) increased from 37.2 Mbps in September 2013 to 72.0 Mbps in September 2014, an increase of 94%. However as noted, this increase in advertised download speed is not uniform across access technologies.

Chart 2 charts the migration of panelists to a higher tier based on their access technology [8] . Specifically, the horizontal axis of Chart 2 partitions the September 2013 panelists by the advertised download speed of the service tier to which they are subscribed. For each such set of panelists who also participated in the September 2014 collection of data [9] , the vertical axis of Chart 2 displays the percentage of panelists that migrated by September 2014 to a service tier with a higher advertised download speed. There are two ways that such a migration can occur: (1) if a panelist changed their broadband plan during the intervening year to a service tier with a higher advertised download speed, or (2) if a panelist did not change their broadband plan but the panelist’s ISP increased the advertised download speed of the panelist’s subscribed plan. [10]

Chart 2 shows that among panelists subscribed in September 2013 to service tiers with advertised download speeds less than 15 Mbps, only a few percent migrated within the following year to a service tier with a higher advertised download speed. In contrast, among panelists subscribed in September 2013 to service tiers with advertised download speeds between 15 Mbps and 30 Mbps, there was a much higher rate of migration within the following year to a service tier with a higher advertised download speed. This observation is consistent with the observations above regarding the maximum advertised download speeds of each access technology. Generally, speed tiers at 15 Mbps and below are dominated by DSL, while speed tiers above 15 Mbps are dominated by cable and fiber.

B. Actual download speeds

Advertised download speeds may differ from that actually experienced by subscribers; this can be the case for several reasons. First, each ISP chooses what speed to advertise, and their decisions may vary. Second, speeds experienced by different consumers subscribed to the same ISP and the same service tier may vary across a geographical region based on the subscriber’s location. Third, speeds experienced by a particular consumer will vary during the day based on variations in the aggregate Internet usage by all subscribers to that consumer’s ISP. We examine each of these factors in turn. Unless stated otherwise, all actual speeds are measured only during peak usage periods.

Chart 3 shows the actual download speeds experienced by each participating ISP’s subscribers -- averaged across all analyzed speed tiers, geography, and time -- from 2011 to 2014. The actual download speed, averaged across all participating ISPs, has tripled during this period, from approximately 10 Mbps in March 2011, to approximately 15 Mbps in September 2012, to nearly 31 Mbps in September 2014.

However, as we observed above when examining advertised download speeds, the increase in actual download speeds is not uniform across access technologies. For subscribers to DSL-based broadband service, the increase in actual download speeds has varied among ISPs. For subscribers to each of the participating cable broadband services, there have been fairly steady and substantial increases in actual download speeds. [11] We find that, over the course of our reports, the average annual increase in actual download speeds by technology has been 28.2% for DSL [12] , 61.2% for cable, and 19.2% for fiber [13] .

Chart 4 shows the ratio in September 2014 of the actual speeds experienced by an ISP’s subscribers (averaged across both geography and time) to that ISP’s advertised speeds. [14] The ratios for downloads and uploads are both illustrated. The ratio in September 2014 of the actual download speeds to advertised download speeds, averaged across all panelists, was 105.6%, an increase from the 101.6% reported last year for September 2013. [15] For uploads, the similar ratio increased to 113.2% compared to the previous year’s 109.1%.

The actual speeds experienced by most ISPs’ subscribers (when averaged across both geography and time) are close to or exceed the advertised speeds. However, some DSL broadband ISPs continue to advertise “up-to” speeds that on average exceed the actual speeds experienced by their subscribers.

C. Variations in speeds

As noted above, actual speeds experienced by consumers may vary based on location and may vary during each day. Chart 5 shows, for each ISP, the percentage of consumers (across the ISP’s service territory) who experienced an actual download speed (averaged over the peak usage period during our measurement period) that was (a) greater than 95%, (b) between 80% and 95%, and (c) less than 80% of the advertised download speed.

Even though the actual download speeds experienced by most ISPs’ subscribers (when averaged across both geography and time) are close to or exceed the advertised download speeds, for each ISP there are some panelists for whom actual download speed falls significantly short of the advertised download speed. Relatively few subscribers to cable, fiber, or satellite broadband service experience such shortfalls. The best performing ISPs, when measured by this metric, are Cablevision, Comcast, and Hughes; fewer than 10% of each their panelists were unable to attain an actual average download speed of at least 95% of the advertised download speed. In contrast, many subscribers to some ISPs’ DSL broadband service experience actual download speeds that fall substantially short of advertised download speeds.

In addition to variation based on a subscriber’s location, speeds experienced by a particular consumer will vary during the day based on variations in aggregate usage by all subscribers to that consumer’s ISP. For purposes of discussion, we use the term “80/80 consistent speed” to refer to the minimum actual speed that was experienced by at least 80% of panelists during at least 80% of the peak usage period. Consistency of speed may be more important to customers who are heavy users of applications that are both high bandwidth and sensitive to variations in actual speed. [16]

Chart 6 illustrates, for each ISP, the ratio of 80/80 consistent download speed to advertised download speed, and for reference the ratio of actual download speed to advertised download speed shown previously in Chart 4. The ratio of 80/80 consistent download speed to advertised download speed is less than the ratio of actual download speed to advertised download speed for all participating ISPs, due to fluctuations in Internet usage that occasionally result in short periods of time when actual download speeds are lower than the overall average. When the difference between the two ratios is small, the actual download speed is fairly insensitive to both geography and time. When the difference between the two ratios is large, there is a greater variability in actual download speed, either based on location or variations during the peak usage period.

Customers of Cablevision, Comcast, or Verizon Fiber (FiOS) experienced actual download speeds that are very consistent; over 80% of their customers experienced actual download speeds at or above advertised download speeds during at least 80% of the peak usage period. Hughes customers, in contrast, experienced actual download speeds that are highly variable; however, since Hughes advertises conservative download speeds, over 80% of Hughes customers also experienced actual download speeds at or above advertised download speeds during at least 80% of the peak usage period.

In contrast, there are a few ISPs who offer service for which consistent download speed falls substantially short of their advertised download speed, even though the actual download speed (averaged over geography and time) may meet or exceed the advertised download speed. Finally, as we observed above, some DSL broadband ISPs’ actual download speed falls substantially short of their advertised download speed; the gap between their consistent download speed and advertised download speed is even greater.

D. Latency

Latency is the time it takes for a data packet to travel from one point to another in a network. It increases with distance of the route between the source and destination and with any congestion on the route, and decreases as actual speed increases. The Measuring Broadband America program measures latency by measuring the round-trip time from the consumer’s home to the closest measurement server and back.

Chart 7 shows the average latency for each participating ISP. The data suggest that average latency is strongly influenced by the technology used by the ISP. In particular, satellite-based broadband service transmits packets to and from the consumer through a satellite. As a consequence, the distances of the paths used by satellite-based broadband services are much higher than those used by terrestrial technologies (DSL, cable, and fiber), and the average latencies of satellite-based broadband services (which range from 603 ms to 659 ms) are much higher than those for terrestrial-based broadband services (which range from 14 ms to 52 ms).

However, the differences in average latencies among terrestrial-based broadband services are small, and are unlikely to affect the perceived quality of such highly interactive applications.

These differences in average latencies are unlikely to affect less interactive applications such as web browsing and video streaming, except for creating indirect effects on actual speed. Latency may indirectly affect the actual speed of the service due to its impact on Transmission Control Protocol (TCP), the software protocol commonly used to control the transport of information on the Internet. However, this effect may be more directly observed by considering the actual speed observed by consumers of a particular ISP at a particular service tier.

E. Packet loss

Packet loss is the percentage of packets that are sent by the source but not received by the destination. The most common reason that a packet is not received is that it encountered congestion along the route. A small amount of packet loss is expected, and indeed some Internet protocols use the packet loss to understand Internet congestion and to adjust the sending rate accordingly. The Measuring Broadband America program denotes a packet as lost if the latency exceeds 3 seconds or if the packet is never received.

Chart 8 shows the average packet loss for each participating ISP, grouped by technology.

F. Web Browsing Performance

The Measuring Broadband America program also conducts a specific test to gauge web browsing performance.

The web browsing test accesses 9 popular websites that include text and images, but not streaming video. The time required to download a webpage depends on many factors, including a consumer’s actual download speed within an ISP’s network, the web server’s speed, congestion in other networks outside the consumer’s ISP’s network (if any), and the time required to identify the location of the webserver. Of all of these factors, only the actual download speed within an ISP’s network is within the control of the consumer’s ISP. Chart 9 displays the average webpage download time by the advertised download speed. Users subscribing to a service tier with a 1.5 Mbps download speed on average wait for approximately 7.5 seconds for a webpage containing text and images; users subscribing to a service tier with a 5 Mbps download speed on average wait only approximately 2.5 seconds; and users subscribing to a service tier with a 25 Mbps download speed on average wait on only approximately 1 second. Subscribers to service tiers with an advertised download speed exceeding 25 Mbps on average do not experience significantly reduced webpage download time. These download times assume that a single user is using the Internet connection at the time at which the webpage is downloaded, and does not account for more typical scenarios where multiple users within a household are simultaneously using the Internet connection for multiple uses, such as real-time gaming or video streaming.

Participants have contributed importantly to the integrity of this program. Initial proposals for test metrics and testing platforms were discussed and critiqued within the broadband collaborative. M-Lab and Level 3 contributed their core network testing infrastructure, and both parties continue to provide invaluable assistance in helping to define and implement the FCC testing platform. Policy decisions regarding our program involving such things as test periods, mitigation of operational issues, terms of use notifications to panelists, etc. are discussed at these meetings prior to adoption. Participation in these discussions from diverse groups representing academia, consumer equipment vendors, telecommunications vendors, network service providers, consumer policy advocates as well as our contractor for this project, SamKnows, provide valuable feedback for FCC decisions on the deployment and ongoing management of this program. We wish to thank the participants for their contributions to this program.

B. Measurement process

The measurements that provide the underlying data in this Report rely both on measurement clients and measurement servers. The measurement clients reside in the homes of 5,583 panelists who receive service by the 13 participating ISPs. The participating ISPs collectively account for over 80% of U.S. residential broadband Internet connections. The panelists closely match the overall state and region statistics of Internet access connections in the United States as reflected in the Commission’s Form 477 data. [18]

The measurement servers are hosted by M-Lab and Level 3 Communications, and are located in 9 cities across the United States near a point of interconnection between the ISP’s network and the network on which the measurement server resides. [19]

The measurement clients collect data throughout the year, and this data is available as described below. However, only data collected from September 1, 2014 to September 16, 2014 and from September 27, 2014 to October 11, 2014 (referred to throughout this report as the “September 2014” reporting period) are used to generate the charts in this Report. [20]

One of the key factors affecting all aspects of broadband performance is the time of day. At peak hours more people are attempting to use their broadband Internet connections, giving rise to a greater potential for congestion and degraded user performance. Unless otherwise stated, this Report focuses on performance during peak usage period, which is defined as weeknights between 7:00 PM to 11:00 PM local time. Focusing on peak usage period provides the most useful information because it demonstrates the performance users can expect when the Internet in their local area is experiencing highest demand from users.

Although the Report generally focuses on each participating ISP’s entire service territory, in this Report we also briefly analyze network performance in each of the four census regions of the United States. [21]

Our methodology focuses on performance within each participating ISP’s network. The metrics discussed in this Report are derived from traffic flowing between a measurement client (located within the modem or router within a panelist’s home) and a measurement server. For each panelist, the tests use the measurement server for which the latency between the measurement client and server is the lowest. As a result, the metrics measure congestion (if any) within each ISP’s network, as well as congestion (if any) at a point of interconnection between the ISP’s network and the network on which the measurement server resides; however, since each panelist’s tests rely on a single measurement server, the metrics will only measure congestion (if any) at a single point of interconnection.

However, the performance that a consumer may experience may differ for at least three reasons. First, a consumer may be communicating with a point on the Internet that is outside the network of the consumer’s ISP. There may be congestion in a portion of the Internet along the route that is outside the network of the consumer’s ISP; the effects of this congestion on the user experience is not reflected in the data set forth in this Report. Second, a consumer’s home network may be the bottleneck, rather than the ISP’s network. This may occur, for instance, if the home network’s maximum transmission rate is lower than the advertised speed of the selected service tier; if a device is communicating with a Wi-Fi home router at a reduced speed due to walls or obstructions in between the device and the router; if multiple users within the home are currently sharing the total actual speed available; or if there is congestion within the home network due to transfers of data within the home. Third, consumers typically view performance through the lens of a set of applications that they utilize. The performance as seen through a particular application depends on both the network performance and on the application performance. While network performance is considered in this Report, application performance is generally not. For instance, if a consumer is web-browsing, the delay from a request for a webpage to the display of that webpage includes network latency (considered in this Report), the time it takes for the webserver to respond to the request, and the time it takes for the browser to render that webpage. The latter two components of the total delay are only considered in the Web Browsing test. For other commonly used applications, this Report does not consider components of the application performance that are outside the control of the ISP.

C. Measurement tests and performance metrics

This Report is based on the following measurement tests:

· Download speed: Measures the download speed over a 5 second time interval, every 2 hours; the results are then averaged to determine the “actual download speed” for each panelist.

· Upload speed: Measures the upload speed over a 5 second time interval, every 2 hours; the results are then averaged to determine the “actual upload speed” for each panelist.

· Latency and packet loss: Measures the round-trip times for packets sent at randomly distributed times. Times less than 3 seconds are averaged to determine “average latency”. Acknowledgements not received or received with a round-trip time greater than 3 seconds determine “packet loss”.

· Web browsing: Measures the total time to request and receive webpages (including the text and images on each webpage) from 9 popular websites, every hour. The measurement includes the time required to translate the webpage name into the webserver’s IP address.

The Measuring Broadband America program also runs three tests that are not used in this Report, but for which data is available as described in section 2.D.

This Report focuses on three performance metrics that are of particular relevance to consumers of broadband Internet access service: speed, latency, and packet loss. Download and upload speeds are the primary network performance characteristic advertised by ISPs. Actual download speed is the average rate at which information can be downloaded by the consumer. Higher speeds indicate a higher delivery rate. However, as discussed above, the performance observed by a user in any given circumstance depends not only on the actual speed of the ISP’s network, but also on the speed of other parts of the Internet and on the speed of the application itself. [22]

Latency is the time it takes for a data packet to travel from one point to another in a network. It increases with distance of the route or path between the source and destination and with any congestion on the route. The Measuring Broadband America program measures the round-trip time between the consumer’s home and the closest measurement server. Latency may directly affect the perceived quality of highly interactive applications, such as real-time two-way voice applications, [23] video chat, or interactive games. Latency may also indirectly affect actual speed. Some applications consist of a sequence of network tasks, so the effect of network latencies may accumulate.

Packet loss is the percentage of packets that are sent by the source but not received by the destination. The most common reason for packet loss is that the packet encountered congestion along the route. A small amount of packet loss is expected, and indeed some Internet protocols use packet loss to understand network congestion, and adjust the sending rate accordingly. The Measuring Broadband America program denotes a packet as lost if the latency exceeds 3 seconds or if the packet is never received.

The Technical Appendix for the 2015 Report provides specific information regarding the process by which measurements were made and describes each test that was performed.

D. Availability of Data

The Validated Data Set [24] on which this Report was based, as well as the full results of all tests, are available at http://www.fcc.gov/measuring-broadband-america .

In addition to the Validated Data Set for the September 2014 reference month, in the interest of transparency and to support additional research, raw data for the reference month as well as other months is available at the same website. Previous reports of the Measuring Broadband America program, as well as the data used to produce them, are also available at the same website.

Both the Commission and SamKnows, the Commission’s contractor for this program, recognize that, while the methodology descriptions included in this document provide an overview of the project as a whole, there will be a number of interested parties – ranging from recognized experts to members of the general public – who would be willing to contribute to the project by reviewing the actual software used in the testing. SamKnows welcomes review of its software and technical platform, consistent with the Commission’s goals of openness and transparency for this program. [25]

Test Results

ISPs often increase the advertised upload speeds at the same time that they increase the advertised download speeds. Between September 2013 and September 2014, several ISPs increased the maximum advertised download speeds among the most popular service tiers. Concurrently, these providers also increased the corresponding upload speeds: Cablevision from 5 Mbps to 35 Mbps, CenturyLink from 768 kbps to 5 Mbps, Comcast from 10 Mbps to 20 Mbps and Verizon (fiber) from 35 Mbps to 75 Mbps.

Chart 1 (in section 2.A) above displayed the maximum advertised download speeds among the most popular service tiers for each participating ISP, during the years 2011-2014, grouped by the access technology used to offer the broadband Internet access service (DSL, cable, fiber and satellite). Chart 10 below displays the corresponding maximum advertised upload speeds. In particular, when DSL is used to provide broadband service, the maximum advertised upload speeds among the most popular service tiers has remained generally unchanged since 2011. In contrast, among cable-based broadband providers, the maximum advertised upload speeds among the most popular service tiers increased from 1-5 Mbps in March 2011 to 4-35 Mbps in September 2014.

B. Actual speeds

Chart 3 showed the actual download speeds experienced by each ISP’s participating subscribers, averaged across both geography and time, from 2011 to 2014. Chart 11 below shows the corresponding actual upload speeds.

The actual upload speed, averaged across all participating ISPs, has tripled during this period, from approximately 3 Mbps in March 2011 to approximately 9 Mbps in September 2014.

However, the increases in actual download and upload speeds are not uniform across access technologies. Charts 12.1 and 12.2 show the actual download and upload speeds by technology, from 2011 to 2014. For subscribers to DSL broadband service, the increase in actual speeds has depended on the ISP. For subscribers to any participating cable broadband service, there have been fairly steady and substantial increases in actual upload speeds . We find that over the course of our reports, the annual average increase in upload speeds by technology has been 77.4% for cable, 27.7% for fiber and 12.5% for DSL.

Chart 4 (in section 2.B) showed the ratio in September 2014 of the actual speeds experienced by each ISP’s subscribers (averaged across both geography and time) to advertised speeds. Charts 13.1 and 13.2 below show the same ratio for each ISP from 2011 to 2014. The actual speeds experienced by most ISPs’ subscribers (when averaged across both geography and time) have been close to, or have exceeded, the advertised speeds during most of this time period. However, as noted above, some DSL broadband ISPs continue to advertise “up-to” speeds that on average exceed the actual speeds experienced by their subscribers.

C. Variations in speeds

As noted above, actual speeds experienced by consumers may vary based on location and time of day. Chart 5 (in section 2.C) showed, for each ISP, the percentage of consumers (across the ISP’s service territory) who experienced an actual download speed (averaged over the peak usage period) that was (a) greater than 95%, (b) between 80% and 95%, and (c) less than 80% of the advertised download speed. Chart 14 below shows the corresponding percentage of consumers whose actual upload speed fell in each range.

Even though the actual upload speeds experienced by most ISP’s subscribers (when averaged across both geography and time) are close to or exceed the advertised upload speeds, for each ISP there are some subscribers whose actual upload speed falls significantly short of the advertised upload speed. Relatively few subscribers to cable, fiber, or satellite broadband service experience such shortfalls. However, the data suggest that many of the subscribers of some ISP’s DSL broadband service often experience actual upload speeds that fall substantially short of advertised upload speeds.

We can learn more about the variation in network performance by separately examining variation across geography and time. We start by examining the variation across geography within each participating ISP’s service territory. For each ISP, we first calculate the ratio of the actual download speed (averaged over the peak usage period) to the advertised download speed for each panelist subscribing to that ISP. We then examine the distribution of this ratio across the ISP’s service territory.

Charts 15.1 and 15.2 show the complementary cumulative distribution of the ratio of actual download speed (averaged over the peak usage period) to advertised download speed for each participating ISP. For each ratio of actual to advertised download speed on the horizontal axis, the curves show the percentage of panelists subscribing to each ISP that experienced at least this ratio [26] . For example, the Cox curve in Chart 15.1 shows that 90% of Cox subscribers experienced an actual download speed exceeding 80% of the advertised download speed, while 70% experienced an actual download speed exceeding 96% of the advertised download speed and 50% experienced an actual download speed exceeding 101% of the advertised download speed. Curves that fall steeply around near 100% of the advertised download speed, like that of Cox, indicate that a high percentage of subscribers experience a ratio near 100%. In contrast, curves that fall slowly, like that of Frontier DSL’s download ratio, indicate that there is a wider range of performance within the service territory.

The curves for cable-based broadband and fiber-based broadband are steeper than those for DSL-based broadband and satellite-based broadband. This can be more clearly seen in Chart 15.3, which plots aggregate curves for each technology. Approximately 70% of subscribers to fiber- and cable-based technologies experience actual download speeds exceeding the advertised download speed. In contrast, only approximately 35% of subscribers to DSL-based broadband experience actual download speeds exceeding the advertised download speed. [27] Over 80% of subscribers to satellite-based broadband experience actual download speeds exceeding the advertised download speed.

All actual speeds discussed above are measured only during peak usage periods, which for purposes of this Report are defined as weekdays between 7:00 pm and 11:00 pm local time. In contrast, Charts 16.1 and 16.2 compare the ratio of actual speed to advertised speed during peak and off-peak times.

Charts 17.1 and 17.2 show the download ratio in each 2 hour time block during weekdays for each ISP. The ratio is lowest during the busiest 2 hour time block (8:00 pm – 10:00 pm).

Chart 6 (in section 2.C) Illustrated, for each ISP, the ratio of actual download speed that was experienced by at least 80% of panelists for at least 80% of the peak usage period (“80/80 consistent download speed”) to advertised download speed, and for reference the ratio of actual download speed to advertised download speed shown previously in Chart 4. We expand on the theme of consistent speed in the following charts.

Chart 18.1 illustrates information for 80/80 consistent upload speed.

Charts 18.2 and 18.3 illustrate similar consistency metrics for 70/70 consistent speeds, i.e., the actual speed experienced by at least 70% of panelists during at least 70% of the peak usage period. The ratios for 70/70 consistent speeds are higher than the corresponding ratios for 80/80 consistent speeds. In fact, for many ISPs, the 70/70 consistent download speed is close to or higher than the advertised download speed.

Chart 19 shows the variations among the four U.S. census regions (Northeast, South, Midwest, and West) in the advertised download speed and actual download speed, averaged across all panelists in each region. [28] While no single technology was the fastest in all regions, for cable- and fiber- based broadband, both the average advertised download speed and the average actual download speed among the most popular service tiers exceeded 25 Mbps in each region.

D. Latency

Chart 7 (in section 2.D) illustrates the average latency for each participating ISP. We observed that average latency depends primarily on the technology used by the ISP. Chart 20 below shows the average latency, by technology and by advertised download speed. For a given technology, latency varies little with advertised download speed.

Additional test results

A. Actual speed, by service tier

As shown in Charts 21.1-21.6, peak usage period performance varied by service tier among ISPs included in this study during the September 2014 test period. On average, during peak periods, the ratio of actual download speed to advertised download speed for all ISPs are 74% or better, and 90% or better for the majority of ISPs. However, theratio of actual download speed to advertised download speed varies among service tiers.

As discussed in prior Reports, some cable ISPs offer “burst speed” techniques which temporarily allocate more bandwidth to a consumer’s service. The effect is temporary—typically lasting less than 15 to 20 seconds—and may be reduced by other broadband activities occurring within the consumer household. [29] Burst speed is not equivalent to actual speed, and may be more useful with certain applications than with others. For example, large file transfers, video streaming, and video chat require the transfer of large amounts of information over sustained periods of time. However, other activities require the transfer of moderate amounts of information in a short interval of time, and may benefit from burst speed techniques.

Comparing burst download speeds to actual download speeds demonstrates the effect that burst services can have on data throughput. To test for the possible effect of burst technology, we compare the average download speed in the first five seconds of a speed test to the average download speed in the last five seconds of a total 30 second test. Large differences may indicate the use of burst technology, while smaller differences are likely the effect of variable packet performance.

We have tracked this metric from the inception of these reports. As broadband speeds have increased, the measurable impact of using this burst technique has diminished. Correspondingly, only two ISPs (Cox and Mediacom) use this technique now. This year, therefore, we have restricted the results to only those two participating ISPs that have affirmed that they are using burst technology. Chart 25 shows burst download speed results. [30] Mediacom’s 15 Mbps advertised download speed tier showed a 28% increase from actual download speed to burst download speed, and Cox’s 25 Mbps and 50 Mbps advertised download speed tiers showed 11%-13% increases from actual download speed to burst download speed. Other tiers offered by these broadband providers showed less than a 10% increase.

The use of burst speed techniques on uploads is even less prevalent.

D. Methodology and Sampling Plan for Statewide Statistics

The program’s methodology and sampling plan is designed to measure ISP performance by census region in order to provide statistics at a national level. While the sampling plan was not designed to provide first order inferences by region or state geography, in some cases the subscriber counts and data do support some aggregated statistics by technology and region, and statistics by state. In order to calculate statistics for the more specific levels of regional and state geography, measurements must be aggregated across ISPs and technologies to ensure an adequate number of measurements are available. Table 5 displays the aggregate performance of all ISPs and technologies across all speed tiers in 2013 and 2014. However, as Table 6 indicates, some states do not have a sufficient number of samples and are excluded. For states with sufficient number of aggregated samples, Table 5 shows the Average Download Speed (the average of all actual download speeds) and the Average Tier Speed (the average of all advertised download speeds). The Total Sample Count shows the total number of subscribers for the State, and the cable, DSL, fiber, and satellite columns show the number of subscribers for a given technology, respectively.

On August 18, 2014 and February 13, 2015, discussions were had with FCC Staff and representatives of SamKnows concerning AT&T’s desire to separately Report IP-based U-verse broadband results for the Measuring Broadband America (MBA) 2014 test period. Initially, AT&T offered broadband Internet access services over ATM-based DSL. Since the publication of the Commission’s first MBA Report, AT&T has invested significantly in its IP-based U-verse broadband platform. As a result of this investment in IP technology, combined with an aggressive effort to migrate legacy ATM-based Internet customers to AT&T’s more robust IP-based U-verse technology, AT&T now has more than 12M IP-based U-verse high speed Internet customers. Furthermore, 62% of U-verse broadband customers have plans delivering up to 12 Mbps or higher as of September 2014.

In light of this technology evolution and continuing efforts to migrate legacy ATM-based DSL broadband customers to the more advanced IP-based U-verse technology, AT&T believes that it is now appropriate for the Commission to separately Report MBA test results for AT&T’s IP-based U-verse subscribers. Accordingly, AT&T hereby requests that the Commission’s MBA Report for the 2014 test period, and any subsequent years, Report separately the results for AT&T’s IP-based U-verse broadband subscribers as distinct from its legacy ATM-based DSL broadband subscribers.

Starting in this report, Verizon now advertises a speed range for each tier of their DSL broadband service, rather than an “up-to” speed. This range is illustrated in charts as a shaded region indicating the advertised range.

[5] In 2014, the acquisition of Qwest by CenturyLink resulted in CenturyLink offering a 40Mbps DSL-based broadband service subscribed to by a substantial number of its subscribers.

The September 2012 decline in Verizon’s maximum advertised DSL speed included in our survey largely derives from customer transitions from DSL to Verizon FIOS (fiber) service as well as Verizon’s sale of service territories to other carriers.

Frontier acquired a number of service territories from other ISPs in 2011 and again in November 2014. Consequently, in this Report we omit metrics for Frontier (DSL) for prior years as they as are not comparable.

[6] The temporary drop in 2013 in Cablevision’s maximum advertised download speed is due to the exclusion of the 50 Mbps tier (by Cablevision’s request), which was replaced in 2014 by a 101 Mbps tier.

One of the biggest challenges for the RV community is finding a clear line of site for their portable satellite dishes. Too many times we receive a call for service only to find that the customers are shooting into trees, shrubs or other obstacles.

There is an app available called DISH POINTER PRO that takes the guess work out of locating the satellites. The app uses the phones camera and GPS to locate and show you where the satellites are at.

The Changing Face of Television in America.

As Bob Dylan once sang, “Times they are a changing”. This statement could easily be applied to the way people are getting their television today.

When we entered into the television market back in 1983, cable was in its’ infancy and the majority of Americans that didn’t live within the city limits were watching TV with an over the air antenna. The VCR rental business was flourishing, both in sales and rentals, and there was a lot of interest in the new kid on the block, the Big Dish, or, C-Band satellite systems.

With an investment of a few thousand dollars, customers living outside the reach of the local cable companies could get dozens of channels, like ESPN, CNN, TBS and premium movie channels like HBO and Disney for free.

The landscape of rural America was changing. The new C-Band dishes were being installed across the countryside, and this new industry was flourishing. But as Bob sang, “Times they are a changing”; they sure did. In 1986 General Instrument introduced a new product to the owners of the big dishes; the VideoCypher.

Now, I know VideoCypher sounds like some sort of poisonous snake, and in fact, it did take a big bite out of this new satellite market. The VideoCypher enabled the programmers like HBO, to encrypt (scramble) their signals, and start to charge customers for their services. Newspapers ran headlines that “The Skys Were Going Dark”. Big dish satellite sales came to a dead stop, and thousands of Americans were faced with having to purchase the new VideoCypher if they wanted to continue to receive the “cable” channels. The demand for quality television programming soon outweighed the objections to pay for it and the big dish sales returned.

It would be a decade later, in 1994 that the American market was introduced to a revolutionary new product, DIRECTV, or, the small, much more affordable Direct Broadcast Satellite Service.

DIRECTV initially sold their product in the big box retail stores for $699, and had 40 channels of basic cable for $19.99 a month. Premium channels like HBO and Showtime were also available. Customers were lining up to purchase the new service and would take it home and install it themselves. At this time, DIRECTV didn’t have the network of contract installers and sub contractors established like they do today. Local satellite dealers filled the gap, and offered sales and installation of the service, but the customer had to pay for their services.

In 1996, Echostar entered the small dish market with their own version of the small dish, DBS service, DISH Network. The field was set for the next 20 years as the small dishes would soon obsolete the big C-Band dishes, and DBS services was accepted as the choice for television service throughout rural America.

Today, satellite and cable is seeing a new competitor in the form of Internet Protocol Television, or IPTV. Providers such as Netflix, Hulu and Amazon are now offering cable programming over high speed internet lines. All though many of these services do not offer “live” programming, they are developing a strong following of customers who are enjoying a multitude of programs at a fraction of the cost of cable and satellite services.

We have found a “NEW-OLD” market re-emerging with these early-opters to the IPTV services. Off-Air Antennas! Yes, we have come full circle back to the technology of the 50s and 60s with millions of customers installing traditional off air antennas to receiver their local news, weather and sports. The National Association of Broadcasters is fighting hard to keep the local networks, ABC, NBC, CBS, PBS and Fox from being resold over the internet to protect the local broadcasters market from eroding. By combining an Off-Air Antenna Service (the local network channels) with a High Speed Internet service and a subscription to one or more of the IPTV providers (NetFlix, HULU..) Millions of Americans are making the switch and dumping the cable or satellite.

The Future??

While many think that this IPTV service combined with off air antenna is the solution, we are finding that it is not the solution for everyone. Yes, many customers that have tried this solution are coming back in to our offices saying that the IPTV services are not delivering the quality of service that they have come to expect from satellite and cable. Many internet providers are struggling with limited bandwidth or even worse, imposing bandwidth limits to deal with the vast amount of data that is required to deliver HDTV content to the masses. Let’s face it, watching a rerun of the World Series, Super Bowl or Academy Awards just isn’t the same as watching it live. Driving to work this morning in Ocala, Florida I saw a Billboard from Cox Cable stating “Our Internet Doesn’t Slow down When You Watch HDTV Programming”. Unfortunately this is the case for many customers that try the IPTV option.

Well, are times really.... a changing? Certainly they are, and what will the future of television in America be?

Dish offers savings of over $400 to new customers

Dish recently announced that they will be offering their 2 year price lock protection to new customers in the Ocala, Florida area until January 10, 2016.
Under the program, new DISH customers will receive no local channel fees, no regional sports channel fees, no HD programming fees, no DVR fees and no 1st TV fee for 2 years. That means that a customer that signs up for DISH's award winning multi tuner Hopper will pay just $49.99 a month plus taxes for the first 24 months.

If the customer wants more TVs connected to the system, a $7 a month fee for each TV after the first will apply.

Under this promotion customers who credit qualify will receive a Free Standard Installation as well as 3 months free to HBO, Cinemax, Showtime and the DISH Movie Pack and 6 months free to the Dish Service Protection Plan.
